The Skipper      CDR Winston D. Briggs attended Purdue University and the University of North Carolina and was commissioned as Ensign from the NROTC unit of the University of North Carolina in 1946. CDR Briggs has served in the following billets:
  • Deck Officer, USS Vermillion (AKA 107)
  • ASW Officer, USS McCafferty (DDE 860)
  • Gunnery Officer, USS Cabot (CVL 28)
  • Gunnery Officar USS Mansfield (DD 728)
  • Assistant Professor of Naval Science, University of Idaho
  • Executive Officer, USS James E. Keyes (DD 787)
  • Underwater Weapons Systems, Bureau of Naval Weapons
  • Commanding Officer, USS Westchester County (LST 1167)

     CDR Briggs also attended the U.S. Naval Postgraduate School at Monterey, California from 1957 to 1959 and received a Master's Degree in Chemistry (Explosives and Propellants). CDR Briggs and his wife the former Mary LaRue Harris of Malad City, Idaho presently make their home in Middletown, Rhode Island. On 28 December 1965 at Newport, R. I, , CDR Briggs assumed command of the Cecil.
